Dikes cost a lot of money to build and maintain. The Netherlands has been a wealthy country for hundreds of years. Countries don't "stay afloat", it's an issue of how high above the sea floor they are. Both New Zealand and the Netherlands are actually engaging in massive projects to protect their coastlines.
