You could set up an IPv6-over-IPv4 tunnel (broker.aarnet.net.au,
tunnelbroker.net,
go6.net etc.), then use IPv6 to access Google services.
TPG apparently aren't taking phone support
requests, there is an automated
message saying that they have no known problems but that the queue is too long
before hanging up.
Does traceroute show you where the problem is? If it's in one of the
intermediate networks (not tpg or Google), you could write to their respective
administrators.
