During Apartheid black people were effectively slaves. They were denied freedom to go where they wished, denied education, and could be killed by white people without much restriction. It doesn't seem possible for things to be much worse than that, nothing less than full legal slavery could do it. Whether South Africa is successful in the future depends to some extent on the US. If the Republican party gains power then they will try to mess things up because they hate black people. I think that's pushing the envelope. The Republicans may engage in policies that are harmful towards "black" people, and no doubt there's plenty of racists within the party who do hat such people as well. But overall their foreign policy is not predicated on such overt racism.
