I think it meets all those criteria. It has a clip, and it clips fairly sturdily onto the device, but I wouldn't trust the clip part to clip onto my clothes.
I'm not aware of anything else available locally that meets that criteria.
Nod. I think the kicker is not requiring iTunes, which eliminates the majority of floor stock for mobs like JB.
As a lurker pointed out, there is rockbox, but I get the impression that's only viable for units that are at least six months old, so the devs have had time to reverse engineer them and suchlike. Probably rockbox-capable devices are above your budget anyway.
