I'm wondering how this is calculated - on a "per person" basis? Indigenous people comprise a relatively small proportion of the total population, so it surely can't be true that they are allocated more than half of the total federal health budget, which the above would appear to imply.
Well, it was not written by a mathematician;-) I read it as: The government spends more money per head on indigenous people, ca. 1.47 times of the Australian average of spending for health per person. Regards Peter
