No mention of fixing vision, but it's mostly about health issues. Sick people can't contribute to the economy. Also the Gates Foundation "will give hundreds of millions of dollars in the next few years to programs aimed at encouraging saving by the world's poor", that's something that Libertarians would probably be happy with if they actually believed what they claimed. As with any difficult task there are ways of doing it badly. However the things that are described in the WSJ article don't seem correlated with what the Gates Foundation has been doing.
