It doesn't make sense to allow small purchases without also allowing the retailers to buy wholesale except for drugs like pot which can be grown in small quantities. Some drugs like crystal Meth can be really dangerous if prepared in a home lab, Meth labs can kill neighbors and emergency services workers! Commercial production of some drugs should be prohibited, we don't want Meth promoted like cigarettes!
