A particularly formalistic person would go for a dictionary.
Most people would not require this. A sender with a moral sense would know
for themselves whether they intended a message to be offensive or polite.
If their intent was successful, the recipient would know about as well.
In an organisational sense however, the elected committee has the
authority to interpret such things.
