Eugenics does not necessarily mean "I am a Nazi", any more than artificial selection means necessarily means GM.
Selection doesn't mean GM at all. The eugenic campaigns in other countries generally haven't worked well. The above URL documents eugenics in the US occurring in the early 80's and involving racial discrimination.
