Actually "mis-interpretted" should be mis-used or incorrectly used. Laws need to be written in such a way that they cannot be considered ambiguous and therefore no interpretation is required, nor is an alternate interpretation possible. The judgement can then be clear -- has the law been broken or not (by the letter of the law)? There are legal dictionaries that give "legal definitions" of terms used in writing law -- understanding the actual legal definitions helps ensure that the law is clear when it otherwise might not be so.
