During Apartheid black people were effectively slaves. They were denied freedom to go where they wished, denied education, and could be killed by white people without much restriction. It doesn't seem possible for things to be much worse than that, nothing less than full legal slavery could do it. Whether South Africa is successful in the future depends to some extent on the US. If the Republican party gains power then they will try to mess things up because they hate black people.
