No, but the plain text format _might_ be more useful and the output can be easily viewed and searched using your favourite text editor.
If your editor cannot handle Unicode, you need a better editor. Or export LC_ALL=C to "fix" all your programs once and for all. As to searching, you have a valid point, which is why Debian maintainers are encouraged to correct upstream on your behalf: http://lintian.debian.org/tags/hyphen-used-as-minus-sign.html
