When it comes to CBRN, R is cheaper and easier than N, but B is even cheaper and easier. C is cheapest and easiest; it was within reach of a 2000-man organization, 20 years ago (Aum Shinrikyo). IMO if your threat model focuses on N and R, you're doing it wrong.
