Well, it has 16GB of storage, 2GB of RAM and a dual-core 1.7 GHz ARMv7 CPU, so it's not all that constrained.
Whether it's powerful enough or not is not the point. The point is that the amount of eye-candy you would typically run on a desktop machine is not conducive to battery life. I feel it is probably also worth pointing out at this point that GNOME Shell is written in JavaScript. Take from that what you will.
