My understanding is that this GR will try and make packages not depend on system, it explicitly doesn't change the fact that new installs of Jessie will have systemd. Of course this asks those packages that do depend on systemd (and are not covered by the exceptions) to not do so, and asks maintainers to accept such patches, but someone still has to write and test them.
