I am thinking about running a public DNS server (with Pi-Hole) at home, but not sure if that's safe.
Safe against what?
Probably the most likely risk is the risk your home Internet connection goes offline, and not being able to fix it for days++ while trying to get your upstream provider to fix you ADSL/NBN connection. During which period nobody can resolve your IP addresses.
I'm pretty sure that is _not_ what David meant. However, one authoritative nameserver becoming temporarily unavailable out of the RFC-recommended set of 3-7 authoritative nameservers is not exactly a problem.
