Then you can publish almost anything you want. For blogging with low bandwidth there are a variety of blog clients that you can use which allow you to edit your blog posts offline and then publish them via XML when they are complete. This takes little bandwidth and is a reliable operation as the data originates on your hard drive so the publishing process will be retried if necessary.
