This question of burden on a single person was something that the Committee has considered specifically here. And agreed that the best way was to have Lev as the "proxy spamming target"! It really shows a weakness in the proxy arrangement. Apropos, a member is entitled to submit a proxy to any other member.
The suggestion of nominating the chairperson was, barring disaster, one can be reasonably confident that the chairperson will turn up to the meeting!
