That was my understanding too, but the act says LUV must keep a register of members including their name, address and the date they became a member so I'm not sure that luv-announce could meet that need.
When I registered (late 90s), I had to fill in a form that provided my name, address and other details. Once this had been reviewed and accepted, the subscription to luv-announce was created by whoever handled the formalities.
