New Australian Government Data Sharing and Release Legislation: Issues paper for consultation

I just found a reference to this in my email - it came to me last week from a WA government mailing list. https://www.pmc.gov.au/resource-centre/public-data/issues-paper-data-sharing... I have not looked at this in detail yet, but open data strikes me as very important for open source software. Has this been discussed in the open source community? Am I misreading its relevance?
