IMO it's a pretty accurate observation.
I don't like it. I haven't noticed it much, though, for software projects in which the developers use the software heavily. I don't think the free/open-source community is so good at writing software for other people to use (i.e., people who aren't like the authors of the program in important respects). That's fine, since I prefer software which is written by people who are actually users of that class of tool.
