No, Firstly Linux does not have a native C# compiler (I believe one exists under mono for use on Wine). Second point is all the developers are long time MSTS and train enthusiasts and no essentially nothing of Linux.

Linux does have a C# compiler for Mono, and it doesn't require Wine. There are C# applications in the standard Debian repository for example. That's as much as I know.
