Free speech is about not being censored by the government. It does not require that other people use their resources to spread your speech. It also does not mean that your speech is exempt from criticism. You have the freedom to run your own mailing list and send whatever you want to it. The LUV committee determines what is appropriate for this list, we have banned someone from this list in the past for discriminating against a minority group and are ready to do so again in future.

This is a very common response from people who benefit from inequality in society. Slurs against minority groups are often associated with violence, using them in a public forum is an implicit threat of violence, when the people in authority don't appear to respond it sends a message that such behavior is acceptable and that people who are treated badly won't be supported - that is unacceptable. You are putting your feeling "tiresome" at a greater priority than the safety of other members. That is not acceptable.
