Isn't that what "apt-get dist-upgrade" is for? If you are really serious about checking things then you can install apt-listchanges and set: confirm=1 in /etc/apt/listchanges.conf and then apt will download the changeslogs and ask you to confirm whether you wish to apply them before proceeding.
