And it's the same for non-profit organizations, universities of any size, or governments. One of the advantages claimed by LibreOffice when it was launched was that contributions could be made without requiring copyright assignment. Reportedly, the number of contributions from the community has grown steadily. Of course, there are other bureaucratic requirements that LibreOffice eliminated by comparison with openoffice.org as well, according to what I have read, thus it isn't entirely a question of copyright policy.
