No, Jason was just trying to help you out by describing good sysadmin practice at upgrading software which might have an impact on production services.
The same would apply if you were doing a major upgrade of MySQL, or Apache, or the Linux distro you're using.
I'd argue that you should do it for minor upgrades of MySQL too. As in 5.5.X to 5.5.X+1. There have been some nasty bugs introduced in some of these point revisions recently that have caused many people to roll back to the previous version. -- Stewart Smith
