Definitely not. The ML is quite active, and helps even old hands optimise their mail handling. Requests for new features are rare; it already does what almost all of the users want. I've used it for about 15 years now, satisfying all my mail needs with fetchmail, procmail, and mutt. (Moved from sendmail to postfix, for sending, some years ago.)
