This sounds like a job for control groups (cgroups) - you can use the cpu.shares setting to restrict how much of a share of CPUs processes in that cgroup can get. The Arch Linux documentation says: https://wiki.archlinux.org/index.php/cgroups # Similarly you can change the CPU priority ("shares") of this group. # By default all groups have 1024 shares.
