That'd be nice. But that costs, and they may not have the budget. At VLSCI we're lucky enough to have a spare box for QA, but that's not a compute node clone, it's an infrastructure box clone.
You shouldn't need a box of the same specs as production systems. But hypothetically speaking even if you did need one with the same specs any reasonable cost-benefit analysis would justify it.
