It isn't uncommon for programs to create a temporary and then only rename when the file is complete, perhaps this was changed in an update to cheese.
Anyway, it just means you would set the inotifywait to watch for the moved_to instead of the close_write, so that you pick up the final file, ie:
inotifywait -m -e moved_to ~/Pictures/Webcam --format "%w%f" etc
