I have been evaluating Dolibarr recently. (GPL3) Its PHP and as I believed was actually distributed by the French Gov to small business in that country. Its install easily and not as heavy as SQL ledger/ledgerSMB. It does invoicing.
The user interface may seem a bit unusual to some.
