Are they any good when running with local virtual machines rather than on an EC2-compatible cloud?
This just got a nice write up in this weeks LWN: http://vagrantup.com/ Basically for (currently) building and managing Virtualbox VM's with integration to Puppet and Chef for configuring them for specific tasks. Basically an easy way to test out VM builds, or to build VMs to do development in. It's modular so people can add support for other hypervisors in the future. There's more on the integration with provisioning tools here: http://vagrantup.com/docs/getting-started/provisioning.html The write up is here if you are an LWN subscriber (which I highly recommend being, but if that's not for you it'll be free next week): https://lwn.net/Articles/486319/ For more "traditional" cloud stuff there is also the Nimbus Project which includes tools for deploying VM's to Amazon, OpenStack, etc. and also an EC2/S3 compatible IaaS provider supporting Xen or KVM VM's. http://www.nimbusproject.org/ Hope these help!
